Gippsland floods -Could they happen here?

The floods in Gippsland were not as unpredictable as the media and our pollies would make out . Its easier to blame someone else eh:Talk about 1 in 100 or 1in 1000.
The Barham river in Apollo Bay is about to be built on by those who rely, not on facts and risk advice from independant experts , but thick reports produced by developers. Thredbo landowners, whose buildings collapsed had the same assurances through govt agencies that "the risk was low" . The risk is not low , but the govt don't know . I wonder why ?
